Azure vs Oracle Cloud: Two enterprise clouds with an interconnect partnership
Azure and Oracle Cloud Infrastructure compete for enterprise workloads yet operate a private interconnect and the Oracle Database@Azure service together. This comparison covers resource hierarchies, developer tooling, licensing and commitment models, region design and the interconnect itself, then explains when to choose Azure, when to choose OCI, and when running both is the right answer.

Most cloud comparisons pit two vendors who would prefer you never touch the other. Azure and Oracle Cloud Infrastructure are unusual. Since 2019 the two companies have operated the Oracle Interconnect for Microsoft Azure, a private, low-latency link between OCI FastConnect and Azure ExpressRoute in selected paired regions. In 2023 they went further with Oracle Database@Azure, which places Oracle Exadata hardware inside Microsoft data centers and lets customers buy Autonomous Database through the Azure portal.
That partnership changes the question. Instead of asking which cloud wins, many enterprises ask how to split a workload so that the application tier lives in Azure, next to Entra ID and Microsoft 365, while the Oracle database lives on OCI infrastructure. This page still compares the two platforms head to head, because plenty of teams will choose one, but it treats the interconnect as a real architectural option rather than a footnote.
AllCloudShop supplies accounts for both sides of that pairing: a provisioned Azure account and an Oracle Cloud account, each operated by the buyer under the provider's own agreement.

Walking through the real distinctions
- Center of gravity. Azure is an ecosystem cloud. Its strongest pull is the connection to Entra ID, Microsoft 365, Windows Server licensing, Dynamics and Visual Studio. OCI is a workload cloud built around Oracle Database, Exadata and the Oracle applications suite. Each is a natural landing zone for the vendor's own software and a competent general-purpose cloud beyond that.
- Resource hierarchy. Azure organizes everything as management groups, subscriptions and resource groups inside a single tenant. OCI uses one tenancy divided into nested compartments. Both allow policy and budget scoping at each level, but Azure's model is deeper and more familiar to corporate IT, while compartments are simpler to reason about for a small team. The Azure hierarchy guide and the OCI compartments explainer describe each in practice.
- Policy language. Azure RBAC assigns built-in or custom roles to principals at a scope. OCI policies are written as readable statements of the form "Allow group Developers to manage instance-family in compartment Dev". Engineers coming from JSON-style policies often find the OCI syntax refreshingly direct.
- Compute sizing. Azure VM sizes are fixed combinations of vCPU and memory within a series. OCI flexible shapes let you set OCPU count and memory independently within a range, which reduces overprovisioning for unusual ratios.
- Where the interconnect fits. The two platforms are the only major clouds with a vendor-operated private link between them. That makes a split architecture practical: Azure App Service or AKS in one region, Autonomous Database on OCI in the paired region, with traffic never crossing the public internet.
Tooling from a developer's chair
Azure is unusually strong for .NET and Windows developers. Visual Studio publishes straight to App Service, GitHub Actions and Azure Pipelines are first-class, and Bicep provides a concise infrastructure language that compiles to ARM templates. The az CLI and Azure PowerShell cover the whole platform. Azure OpenAI Service gives developers governed access to frontier language models, covered in our Azure OpenAI overview.
OCI leans on open standards. Resource Manager runs plain Terraform, OCI Functions packages code as containers built on the Fn Project, and the oci CLI mirrors the REST API almost one to one. Java developers get a particularly coherent experience because Oracle maintains the JDK, GraalVM and Helidon, and OCI documentation assumes that stack often. The OCI DevOps service provides pipelines and deployments, though with fewer integrations than Azure DevOps.
| Task | Azure tool | OCI tool |
|---|---|---|
| Command line | az, Azure PowerShell | oci |
| Infrastructure as code | Bicep, ARM templates, Terraform provider | Resource Manager (managed Terraform), Terraform provider |
| Serverless functions | Azure Functions | OCI Functions |
| Container registry | Azure Container Registry | OCI Container Registry (OCIR) |
| Secrets | Azure Key Vault | OCI Vault |
| Managed model access | Azure OpenAI Service, Azure AI Foundry | OCI Generative AI, OCI Data Science |
Kubernetes teams can treat AKS and OKE as interchangeable at the manifest level. AKS integrates with Entra ID for cluster authentication and offers Azure CNI networking options; OKE integrates with OCI IAM and provisions OCI load balancers automatically. Azure additionally offers Azure Red Hat OpenShift, jointly operated with Red Hat, for organizations standardized on OpenShift.
For the people approving the spend
Azure spend usually rides on an existing Microsoft agreement. Enterprise Agreements and the Microsoft Customer Agreement bundle cloud consumption with licensing, and Azure Hybrid Benefit lets eligible Windows Server and SQL Server licenses reduce virtual machine costs. Azure Reservations and Savings Plans reward commitment. For a company that already negotiates with Microsoft every few years, adding Azure is an extension rather than a new relationship.
Oracle mirrors that approach for its own installed base. Universal Credits provide a prepaid annual pool spendable on any OCI service, Bring Your Own License carries database and middleware entitlements into the cloud, and Oracle Support Rewards reduce on-premises support bills as OCI usage grows. Companies with long-standing Oracle contracts often find OCI folded into the next renewal conversation.
Governance tooling is mature on both sides. Azure Policy, management groups, Microsoft Defender for Cloud and Cost Management give central IT enforcement and visibility across every subscription. OCI counters with compartment quotas, budgets, Cloud Guard for posture management and Security Zones that enforce hardened configurations. Compliance attestations are broad on both platforms, and both offer sovereign or government variants. Businesses comparing several vendors at once may find the multi-cloud strategy guide a helpful framing.
Regions, networks and the interconnect itself
Azure lists more regions than almost any competitor, though availability zones are not present in every one. OCI's regions are divided into availability domains and fault domains; several of its largest regions have three availability domains, while many newer ones have a single domain and rely on fault domains plus cross-region replication. Both providers publish region pair recommendations for disaster recovery.
Networking constructs align closely. Azure Virtual Network maps to the OCI Virtual Cloud Network, ExpressRoute to FastConnect, Azure Virtual WAN to the Dynamic Routing Gateway, and Private Link to OCI private endpoints. Each platform offers layer 4 and layer 7 load balancers, network security groups and DDoS protection. The VPC networking basics article explains the shared concepts in vendor-neutral terms.
The Oracle Interconnect for Microsoft Azure connects an ExpressRoute circuit on the Azure side with a FastConnect circuit on the OCI side through a shared meet-me point in paired regions. Because the physical distance between the paired data centers is short, round-trip latency is low enough for an application tier in Azure to query a database in OCI as though both were in one cloud. Customers configure the link in both consoles; there is no third-party carrier to contract. Regions with the interconnect are documented by both vendors and expand over time.
For on-premises extension, Azure offers Azure Arc for governing external servers and clusters and Azure Local (formerly Azure Stack HCI) for running Azure services on customer hardware. OCI offers Dedicated Region, a complete OCI region deployed inside a customer facility, along with Exadata Cloud@Customer and Compute Cloud@Customer for narrower needs. The hybrid cloud explainer compares these philosophies.
Distinct advantages
Azure
Identity integration is the headline: Entra ID governs laptops, SaaS, on-premises directories and cloud resources through one control plane. Hybrid Benefit and Enterprise Agreements make the economics compelling for Microsoft-heavy estates. Azure Arc extends governance to any server or cluster, Azure OpenAI Service provides enterprise-grade model access, and the breadth of PaaS offerings, from App Service to Azure Synapse to Azure Cosmos DB, is second only to AWS.
Oracle Cloud
No other cloud runs Oracle Database as well, and Autonomous Database removes most operational toil from that workload. Flexible shapes, bare metal, Ampere Arm compute and a generous Always Free tier make OCI attractive well beyond its database roots. The interconnect and Oracle Database@Azure mean an enterprise does not have to abandon Azure to gain Exadata; it can have both.
Honest drawbacks
Azure
Service naming and periodic rebrands (Azure AD to Entra ID, Azure Stack HCI to Azure Local) make older documentation confusing. Availability zone coverage varies by region, and newer GPU and AI capacity can be scarce outside the largest regions. Developers outside the Microsoft stack sometimes find tooling less idiomatic than on rival clouds, and the portal slows down when a subscription holds thousands of resources.
Oracle Cloud
The catalogue is narrower and the community smaller, so unusual problems take longer to solve. Many regions offer a single availability domain, which shifts resilience work onto the architect. Non-Oracle workloads gain less obvious benefit from the platform, and the marketplace of third-party integrations is thinner than Azure's. Interconnect availability is limited to specific region pairs, so a split architecture only works where both vendors have paired locations.
Which one, or both?
Choose Azure alone when your organization runs on Microsoft identity and productivity tools, holds Windows or SQL Server licenses, needs Arc-style hybrid governance, or builds primarily in .NET. Its PaaS depth and region count also suit companies deploying in many countries at once.
Choose Oracle Cloud alone when the Oracle database or Oracle Fusion applications are the workload, when BYOL and Support Rewards change your cost model, or when flexible compute and low egress costs matter more than ecosystem breadth. Small teams that want Arm compute and a permanent free tier also do well here.
Choose both when you need Exadata-class database performance behind an Azure-hosted application. The interconnect, or Oracle Database@Azure for an even tighter arrangement, exists precisely for that pattern. Common questions
What exactly is Oracle Database@Azure?
It is Oracle Exadata infrastructure installed inside Microsoft Azure data centers. Customers provision Exadata Database Service or Autonomous Database from the Azure portal, pay through Azure, and connect from Azure virtual networks with low latency. Oracle operates the hardware and database software.
Do I need a separate OCI account to use the interconnect?
Yes. The Oracle Interconnect for Microsoft Azure links an Azure subscription with an OCI tenancy, and you configure ExpressRoute on one side and FastConnect on the other. Oracle Database@Azure also relies on an OCI tenancy behind the scenes, although most day-to-day operations happen in Azure.
Is Azure a good place to run Oracle Database without OCI?
Oracle Database runs on Azure virtual machines and Microsoft publishes reference architectures for it. What you give up is Exadata hardware and Autonomous Database automation, which are only available natively on OCI or through Oracle Database@Azure.
Which has the better free tier for learning?
OCI's Always Free tier includes compute, storage and an Autonomous Database instance that do not expire while the account remains in good standing. Azure's free account combines a limited-time credit with a set of services that stay free within monthly limits. Both are adequate for study; OCI's lasts longer without a credit card top-up.
Can AKS and OKE run the same workloads?
Both are conformant Kubernetes distributions, so standard manifests, operators and Helm charts port between them. Differences show up in identity integration, networking plugins, storage classes and how node pools are upgraded, not in the workloads themselves.
How does AllCloudShop deliver these accounts?
AllCloudShop supplies a working account at Azure or Oracle Cloud, and the buyer operates it under that provider's terms. Each listing describes exactly what its variant name states; for anything not covered by the name, ask the support team on Telegram or WhatsApp.
Choose Azure when Entra ID, Microsoft 365 and Windows licensing define your estate, or when you need Arc-style hybrid governance and deep PaaS choice.
Choose Oracle Cloud when Oracle Database or Fusion applications are the workload, or pair it with Azure over the interconnect for Exadata performance behind an Azure application.
